NOTICE OF INVITATION FOR BIDS

THE GREATER GADSDEN HOUSING AUTHORITY OF GADSDEN, ALABAMA

The Greater Gadsden Housing Authority of Gadsden, Alabama will receive bids for Re-roofing AL 049-001, Colley Homes, until 10:00 A.M., C.S.T. on Tuesday, July 31, 2012, in the office of the Executive Director, 422 Chestnut Street, Gadsden, Alabama, at which time all bids will be publicly opened and read aloud.

This project consists of Re-roofing at Project AL 049-001/Colley Homes under general operating reserves for The Greater Gadsden Housing Authority.

Proposed forms of documents, including plans and specifications, are on file at the office of Patricia E. Sherman, Architect, 307 Wall Street, Gadsden, Alabama 35904.

Copies of the documents may be obtained from the Architect by depositing  $150  for each set of documents so obtained. Such deposits will be refunded in full on the first set issued to each general contractor bidder submitting a bonafide bid, upon return of documents in good condition within ten days of bid date.  Other sets for general contractors and sets for the subcontractors and dealers may be obtained with the same deposit, which will be refunded as above, less cost of printing and handling.  Plans and specification will be issued only to qualified contractors licensed by the state of Alabama as required by Title 34 Chapter 8 – Code of Alabama.

A certified check or bank draft, payable to The Greater Gadsden Housing Authority of Gadsden, Alabama, U.S. Government bonds, or a satisfactory bid bond executed by the bidder and acceptable sureties in an amount equal to five percent of the bid shall be submitted with each bid.

The successful bidder will be required to furnish and pay for a satisfactory performance and payment bond or bonds.

All bonds must be signed by an Alabama Resident or Resident Agent.

NOTE: THE SURETY SHALL BE ACCEPTABLE TO THE HOUSING AUTHORITY AND SHALL BE CURRENTLY LISTED AS AN APPROVED SURETY IN THE U.S. TREASURY DEPARTMENT CIRCULAR NUMBER 570 TO ACT AS SURETY ON BONDS SECURING GOVERNMENT CONTRACTS.

Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.

Each bid must include the Non-Collusive Affidavit and the Previous Participation Certificate signed by the bidder and on the correct HUD forms.  All bidders are advised to ensure that the HUD Form 2530 is completed accurately and each block completed.  If the HUD Form 2530 is not correct, the contract award date will be delayed.

Note:  Bidders are advised that any misrepresentation of information contained in the bid package for previous work performed or negative information received by the Housing Authority concerning past work performance will be grounds for rejecting your bid proposal.

The Greater Gadsden Housing Authority requires an authorization for release of information to be executed by all contractors and included in the bid package.  The Greater Gadsden Housing Authority may use this release form to obtain information concerning your previous work performance.

The bid package must also contain a current copy of your company=s Article of Incorporation, which must contain the full name of the President, Vice-President, Secretary and Social Security number of each person listed on the Article of Incorporation. 

The Greater Gadsden Housing Authority of the City of Gadsden, Alabama reserves the right to reject any or all bids or to waive any informalities in the bidding.
