Sealed bids will be received by the Director of Transportation at the office of the Alabama Department of Transportation, Montgomery, Alabama until 10:00 AM on May 26, 2023 and at that time publicly opened for constructing the Micro-Milling, Resurfacing, and Traffic Stripe on SR-1 (US-431) from the junction of SR-211 to a point north of Little Wills Creek (MP 265.175) in Gadsden. Length 3.275 mi.

The total amount of uncompleted work under contract to a contractor must not exceed the amount of his or her qualification certificate.

The Entire Project Shall Be Completed In Forty-five (45) Working Days.

A 8.00% DBE Contract Obligation Is Required.

A Bidding Proposal may be purchased for $5.00. Plans may be purchased for $8.00 per set. Plans and Proposals are available at the Alabama Department of Transportation, 1409 Coliseum Boulevard, Room E-108, Montgomery, AL 36110. NOTICE TO CONTRACTORS

Sealed construction proposals will be received by the City Clerk, City of Gadsden, Alabama, at the City Hall, 90 Broad Street, Room 411, Gadsden, Alabama until 2:00 P.M., Tuesday, JUNE 13, 2023, for furnishing all labor, materials, equipment, and service required to complete HOKE STREET RESURFACING PROJECT, Bid Request No. 3515, located in the City of Gadsden, Alabama. 

Bids submitted prior to the bid opening by mail shall be directed to “City Clerk, P.O. Box 267, Gadsden, Alabama 35902-0267” or in person delivered to the office of the City Clerk, Room 401, City Hall, 90 Broad Street, Gadsden, Alabama.

Bids will be publicly opened and read at the above time and place. Specifications, and Contract Documents are open to the public for inspection at the City Hall. Electronic (pdf) Specifications, and Contract Documents may be obtained from the City of Gadsden Engineering Department, Room 301, City Hall, 90 Broad Street, Gadsden, Alabama (phone: (256)-549-4520), immediately for free. All bidders must be registered with the City of Gadsden Engineering Department in order to submit a bid. Bids received from unregistered bidders will be rejected.

A Cashier’s Check (drawn on an Alabama bank) or Bid Bond for 5% of the amount bid (maxi-mum of $10,000) and made payable to the City of Gadsden, Alabama must accompany each bid as evidence of good faith. It is not required that a contractor be licensed in order to submit a bid; however, prior to award of a contract, proper proof of all applicable licensures must be provided by the contractor, proof of insurance coverages of the types and amounts as set forth in the project specifications will be required of the contractor, and any and all subcontractors, prior to beginning work. The contractor will be required to perform work amounting to at least 30% of the total contract cost with its own organization.

This is a Federally Funded Project. The proposed work shall be performed in conformity with the rules and regulations for carrying out the Federal Highway Act and other acts amendatory, supplementary, or relative thereto. The project is subject to the Contract Work Hours and Safe-ty Standards Act and its implementing regulations. MBE/DBE participation is encouraged; however, no specific MBE/DBE goals have been established for this project.

Minimum wage rates (Davis Bacon Act) for this project have been pre-determined by the Sec-retary of Labor and are set forth in the advertised specifications.

In accordance with TITLE 49, Code of Federal Regulations, all bidders are hereby notified that it will be affirmatively ensured that in the contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, sex or national origin in consideration for an award.

The successful bidder will be required to furnish and pay for the satisfactory Performance and Payment Bond or Bonds in the amount required by Section 39-1-1(a), Code of Alabama 1975, and evidence of insurance as required by the bid documents within ten (10) days after being notified that he has been awarded the contract.

No bidder may withdraw his bid within six (60) days after the actual date of the opening there-of.  The bidder must comply with all requirements of the public works bid law Section 39-2-1 et seq., Code of Alabama 1975.

The right to reject any or all bids and to disregard any minor irregularities is reserved by the owner.

Any bidder, whether a resident or non-resident of the State of Alabama, must comply with all applicable provisions of Section 34-8-1, et. seq., Code of Alabama, 1975, including requirements for licensing as a general contractor and the necessity to show evidence of license, be-fore the bid will be considered by the awarding authority.  A current license number must be included on the bid or a statement that is has been applied for.

Bidders must comply with the President’s Nos. 11246 and 11375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must also comply with Title IV of the Civil Rights Act of 1964, Title VIII of the Civil Rights Act of1968, and Section III of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170lu.

By signing this contract, the contracting parties affirm, for the duration of the agreement, that they will not violate federal immigration law or knowingly employ, hire for employment, or continue to employ an unauthorized alien within the state of Alabama. Furthermore, a contracting party found to be in violation of this provision shall be deemed in breach of the agreement and shall be responsible for all damages resulting therefrom.

REQUESTS FOR BIDS

Northeast Alabama Regional Airport Gadsden, Alabama

Sealed bids will be received until Friday, June 9, 2023 at 10:00 AM at the Gadsden Airport Authority located at 185 Ira Gray Drive Gadsden, Alabama 35904 and at said time bids will be publicly opened and read aloud for furnishing all labor, materials and equipment and perform-ing all work necessary for:  Runway 6/24 Sealcoat, Crack Seal and Markings, Runway 6/24 Pavement Repair at Northeast Alabama Regional Airport.  Major items of work include: Full depth pavement repair, crack seal, sealcoat and pavement markings.

The Issuing Office for the Bidding Documents is Goodwyn Mills Cawood, LLC, located at 1906 E. Prospective Bidders may examine the Bidding Documents at the Issuing Office Monday through Friday between the hours of 8:00 a.m. – 5:00 p.m.

Copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a one-time administrative fee of $20.00 for digital ac-cess/file sharing access and/or payment of $50.00 for each printed set.  Said cost represents the cost of printing, reproduction, handling, and distribution, therefore no refund will be grant-ed.  Checks for Bidding Documents shall be payable to “Goodwyn Mills Cawood, LLC.”  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount of the bid, but not to exceed $50,000.  The bid guaranty may be by certified check or bid bond made payable to the Gadsden Airport Authority.

All Bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the Bidder shall show such evidence by clearly displaying the li-cense number on the outside of the envelope in which the Proposal is delivered. “A contractor must have a Heavy and Railroad major license or a Heavy and Railroad specialty license to bid as prime for this project.”

Bids may be held by the Gadsden Airport Authority for a period not to exceed ninety (90) days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.
