BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GADSDEN, ALABAMA, that Ordinance No. O-35-22 (Fiscal Year 2023 Budget) is further amended by transferring $532,000.00 from the general fund unassigned fund balance into account #001-2500-419.20-90 (Other Contractual Services). The funds will be used for professional fees required for the general administration of previously unbudgeted City projects. The intended use of these funds includes the pre-construction fees involved with ongoing and future City development projects. Examples include, but are not limited to: design fees, preliminary assessments, architectural designs, environmental reviews, engineering schematics, etc.  which allow projects to progress without significant delay.

Authorizing TIF Funds for Expenditures

Related the Assessment & Programming of the Mort-Glosser Amphitheatre

Whereas, the City Council of the City of Gadsden adopted Resolution R-288-23, authorizing an agreement with Goodwyn Mills Cawood, LLC (GMC) to complete the Assessment and Programming of the Mort-Glosser Amphitheatre; and Whereas, the City Council finds and determines that the use of tax increment district funds for the rehabilitation of this structure is in keeping with the purpose and intent of the tax increment financing law and the project plans previously authorized and adopted. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GADSDEN, ALABAMA, as follows: Section 1. Ordinance No. O-35-22 (Fiscal Year 2023 Budget), as amended, is further amended, by appropriating $33,000.00 to account #191-2500-419.76-60 (Capital Projects/Mort Glosser Amphitheatre). Section 2. The Mayor and Director of Finance are authorized to use funds from Tax Increment Financing (TIF) for this expense. These funds are hereby appropriated for such purposes. Adopted by the City Council of the City of Gadsden, Alabama at an open public meeting held on May 16, 2023.

Amending Fiscal Year 2023 Budget

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GADSDEN, ALABAMA, that Ordinance No. O-35-22 (Fiscal Year 2023 Budget) is further amended by transferring $455,767.40 from the general fund unassigned fund balance into account #320-7500-418.70-11 (Equipment). The funds will be used for the purchase of ten (10) 2023 Chevrolet Silverado 1500 PPV Trucks for the Police Department (Resolution No. R-286-23). Adopted by the City Council of Gadsden, Alabama at an open public meeting held on May 16, 2023.

Sealed bids will be received until Friday, June 9, 2023 at 10:00 AM at the Gadsden Airport Au-thority located at 185 Ira Gray Drive Gadsden, Alabama 35904 and at said time bids will be publicly opened and read aloud for furnishing all labor, materials and equipment and perform-ing all work necessary for:  Runway 6/24 Sealcoat, Crack Seal and Markings, Runway 6/24 Pavement Repair at Northeast Alabama Regional Airport.  Major items of work include: Full depth pavement repair, crack seal, sealcoat and pavement markings.

All Bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Ala-bama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the Bidder shall show such evidence by clearly displaying the li-cense number on the outside of the envelope in which the Proposal is delivered. “A contractor must have a Heavy and Railroad major license or a Heavy and Railroad specialty license to bid as prime for this project.”

Bids may be held by the Gadsden Airport Authority for a period not to exceed ninety (90) days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.

Separate sealed bids for the construction of the Storm Sewer Improvements Adjacent to Max Packaging Project will be received by The City of Attalla at the City Hall of Attalla at 612 4th Street NW, Attalla, AL, 35954 until 10:00 A.M.
