Amending Fiscal Year 2020 General Fund Budget

WHEREAS, the Gadsden/Etowah EMA applied for and accepted a grant from the Alabama Law Enforcement Agency (ALEA) under the Homeland Security Grant Program for the purpose of conducting exercises, receiving training or the purchase of equipment for the Coates Bend Volunteer Fire Department, Altoona Volunteer Fire Department, and Ball Play #1 Volunteer Fire Department.

Be it ordained by the City Council of the City of Gadsden, AL, that the General Fund Budget adopted by Ordinance No. O-29-19 (Fiscal Year 2020 Budget), is amended by increasing the revenue account #151-5480-332.00-00 in the amount of $89,258.21, and by increasing the expense account #151-5480-425.43-30 in the amount of $89,258.21.

at SOUTHSIDE MARINA for the City of Southside, Alabama

Sealed construction proposals, in duplicate, will be received at the office of the City Clerk, Southside City Hall, Southside, Alabama, 35901 until 2:00 p.m., Tuesday, May 26, 2020 at which time and place they will be publicly opened and read aloud.

A cashier’s check or bid bond payable to the City of Southside in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000.00 must accompany the bidder’s proposal. Performance and Payment Bonds and evidence of insurance required in the bid documents will be required at the signing of the Contract.

Bid Documents may be examined at the office of the Architect, The Owner; Alabama AGC / ISQFT Plan Room; McGraw Hill Construction; and Construct Connect. The new boardwalk, fishing pier and boat slips will all be constructed on driven piles installed under this contract. The boardwalk will have wood railings and averages six (6’) in width with a length of approximately two-hundred eighty (280’) feet. The fishing pier is a thirty (30’) foot octagon, with wood benches and approach boardwalk of twenty (20’) feet in length. The new concrete walks average approximately four (4’) in width. The boat slip pods will have a separate four (4’) foot approach boardwalk to each of the four pods. Each pod consists of a central walkway and individual walkway for each slip. The pods will be covered and the structure will consist of bolted connection, pressure-treated timber structure with a standing seam metal roof system. Each slip will have power and lighting and the related boardwalk and approach walkways will have railings and low voltage lighting.

Bids must be submitted on proposal forms furnished by the Architect or copies thereof. No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of forty-five (45) days. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner’s judgment, the best interests of the Owner will thereby be promoted. The successful bidder will provide proof of enrollment in the Federal E-Verify Program and in compliance with the Beason-Hammond Act (Act 2011-535). All Bidders bidding in amounts exceeding $50,000.00 must be licensed under the Provision of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of such by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered.
