The Attalla Housing Authority (AHA) is currently developing a 5-year and annual plan and Capital Fund Program planning for 2024.  The 5-year plan describes the mission of this agency and the agency’s long-range goals and objectives for achieving its mission over the next five years. The annual plan provides details about the agency’s immediate operations, modernization program, program participants, programs, and services. The Capital Fund Program outlines the property physical needs for the upcoming year. Amending Fiscal Year 2023 Budget

ORDINANCE  NO. O-47-23

Amending City Code Article IV. – DOGS AND CATS

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GADSDEN, ALABAMA, as follows:

Section 1. Article IV. – DOGS AND CATS of the Code of Ordinances of the City of Gadsden is amended by adding the following:

Sec. 10-108. – Managed Care of Dogs and Cats.

It shall be unlawful to own or maintain within the city limits, a dog or cat appearing to be of at least six months of age that is not sexually sterilized (i.e. spayed or neutered). Persons convicted of violating this ordinance shall be subject to a fine of $100.00 for the first offense, $250.00 for the second offense, and $500.00 for the third offense.

Section 2. The section, subsections, paragraphs, sentences, clauses and phrases of this ordinance are severable.  If any section, subsection, paragraph, sentence, clause and phrase of this ordinance is declared unconstitutional or invalid by a valid judgment of a court of competent jurisdiction, such judgment shall not affect the validity of any other section, subsection, paragraph, sentence, clause and phrase of this ordinance.  The city council declares that it is its intent that it would have enacted this ordinance without such invalid or unconstitutional provisions.

Section 3. The provisions of this ordinance repeal any prior ordinance or provision of the Gadsden City Code to the extent of any conflict.

Section 4.  This ordinance shall become effective on July 25, 2023.  Adopted this ordinance at an open public meeting held on July 25, 2023.

Sealed bids will be received, opened, and publicly read by the Owner for the Walnut Area Sanitary Sewer Rehabilitation project.  The Owner will receive Bids until 11:30 AM (CDT) on the 17th day of August 2023.  The bid opening will be held at the offices of The Water Works and Sewer Board of The City of Gadsden (GWWSB) located at 515 Albert Rains Boulevard, Gadsden, Alabama 35901.

The Project consists of sanitary sewer rehabilitation work to include cured-in-place pipe (CIPP) liner of approximately 3,800 linear feet of 10-inch, 12-inch and 15-inch mains, pipe bursting of approximately 9,800 linear feet with 8-inch HDPE, replacement of approximately 4,500 linear feet sewer laterals and other miscellaneous items.

The Owner requires the Project to be completed in 150 calendar days from date of Notice to Proceed.

Note:  It is anticipated this project will be funded by the Alabama Department of Environmental Management (ADEM) Clean Water State Revolving Fund (CWSRF) Program and the award-ed bidder will be required to provide all documents required for this program as outlined in the Supplemental General Conditions for SRF Assisted Public Drinking Water and Wastewater Facilities Construction Contracts as part of their contract documents to be submitted.

Failure to comply with the times specified within each Work Authorization may, in the sole deter-mination of GWWSB, result in the contractor being prohibited from additional work for GWWSB, until such time as contractor is back on schedule.  Contractor must meet experience requirements and be able to mobilize onsite within seventy-two (72) hours of an emergency call from GWWSB.  Contractors must submit with their bid a completed Bidder’s Qualification form and any valid licenses and insurance.

Separate sealed bids for the construction of the 4th Street Sanitary Sewer Rehabilitation Project will be received by The City of Attalla at the City Hall of Attalla at 612 4th Street NW, Attalla, AL, 35954 until 10:00 A.M.
