City of Gadsden Request for  Qualifications (RFQ)

The City of Gadsden, Alabama requests qualifications (RFQ) from engineering firms interested in developing a Safety Action Plan thru the Safe Streets and Roads for All program (SS4A). The Safety Action Plan must include all the components laid out by the U.S. Department of Transportation (DOT) in the SS4A grant notice of funding availability. NOTICE TO  CONTRACTORS

The Gadsden US Hwy 431 Turn Lane Improvements project is generally described as follows:  The proposed work consists of constructing a 36-ft wide asphalt commercial drive with associated right and left turn lanes. Work also includes installing raised concrete islands and curb along SR-01 (US-431) from milepost 259.69 – 259.86.

Sealed construction proposals will be received by the City Clerk, City of Gadsden, Alabama, at the City Hall, 90 Broad Street, Room 411, Gadsden, Alabama until 2:00 P.M (local time), September 17, 2024, for furnishing all labor, materials, equipment, and service required to complete the Gadsden US HWY 431 Turn Lane Improvements Bid Request No. 3570, located in the City of Gadsden, Alabama. 

Bids submitted prior to the bid opening by mail shall be directed to “City Clerk, P.O. Box 267, Gadsden, Alabama 35902-0267” or in person delivered to the office of the City Clerk, Room 401, City Hall, 90 Broad Street, Gadsden, Alabama.

Bids will be publicly opened and read at the above time and place. Plans, Specifications, and Contract Documents are available via pdf at no charge.  Submit requests for these documents and questions to jamie.christopher@cdge.com at least five days prior to the scheduled bid opening.  All bidders must be registered with CDG via the request above in order to submit a bid. Bids received from unregistered bidders will be rejected.

The bidder shall file with his bid either a cashier’s check drawn on an Alabama bank, payable to the City of Gadsden, Alabama, or a bid bond executed by a surety company duly authorized and qualified to make such bonds in Alabama, in an amount equal to the lesser of five percent (5%) of the bid or ten thousand ($10,000).

The Bidder’s qualifications shall be considered in awarding the Bid for this project. Each bidder is to complete and submit Division 103 – Bidder’s Qualifications at the time of the Bid. No Contract will be awarded to any Bidder who does not submit the required Bidder’s Qualifications.

The apparent low bidder will be required to submit their list of subcontractors within two days of the bid opening date to confirm compliance with the experience and qualification requirements listed in the technical specifications of each applicable trade before being considered for award.

The successful bidder will be required to furnish and pay for the satisfactory Performance and Payment Bond or Bonds in the amount required by Section 39-1-1(a), Code of Alabama 1975, and evidence of insurance as required by the bid documents within ten (10) days after being notified that he has been awarded the contract.

No bidder may withdraw his bid within six (60) days after the actual date of the opening thereof.  The bidder must comply with all requirements of the public works bid law Section 39-2-1 et seq., Code of Alabama 1975.

The Owner reserves the right to reject any or all bids and to waive any informalities and to award the contract to the lowest, responsible, responsive bidder. All bidders must comply with the requirements of the Contractor’s Licensing Law of the State of Alabama and be certified for the type work on which the proposal is submitted.

Any bidder, whether a resident or non-resident of the State of Alabama, must comply with all applicable provisions of Section 34-8-1, et.seq., Code of Alabama, 1975, including requirements for licensing as a general contractor and the necessity to show evidence of license, before the bid will be considered by the awarding authority.  A current license number must be clearly displayed on the outside of the sealed envelope in which the construction proposal is submitted.

Bidders must comply with the President’s Nos. 11246 and 11375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must also comply with Title IV of the Civil Rights Act of 1964, Title VIII of the Civil Rights Act of1968, and Section III of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170lu.

By signing this contract, the contracting parties affirm, for the duration of the agreement, that they will not violate federal immigration law or knowingly employ, hire for employment, or continue to employ an unauthorized alien within the state of Alabama. Furthermore, a contracting party found to be in violation of this provision shall be deemed in breach of the agreement and shall be responsible for all damages resulting therefrom.

Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on a basis of race creed, color, sex, or national origin.  Bidders must also certify they will make facilities handicap accessible to the extent required by law.

is a nuisance and ordered its abatement; and

Whereas, as required by the Code of Ordinances, notice of a public hearing has been given to JOE RAY & wf OPALEEN JOHNSON, 325 WILSON STREET, GADS-DEN, ALABAMA 35904-2237.

Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY   

OF GADSDEN, ALABAMA, as follows:

1. The Council finds that the property constitutes a nuisance in violation of the Code Ordinances and should be abated.

2. The Building Official is authorized to abate the nuisance by removing said nuisance and to give notice of this decision in accordance with the Code Ordinances.

PUBLIC COMMENTS DUE BY: FRIDAY,SEPTEMBER 27, 2024 – 5:00 P.M.

The City of Gadsden will hold a Public Review Meeting to solicit comments on the Draft 2024 Annual Action Plan at the City of Gadsden, 90 Broad Street, Gadsden, AL 35901 at 10:00 A.M on Wednesday, September 18, 2024. This Notice will commence the City’s 30-day public comment period beginning on Monday, August 26, 2024 and ending on Friday, September 27, 2024.

The City is required to develop an Annual Action Plan which will include the annual allocation of funding by the City and is submitted to the U.S. Department of Housing & Urban Development as a prerequisite to receiving funds for the Community Development Block Grant Program. The City’s 2024 CDBG allocations is $947,073.00. Proposed funding allocations for the City’s 2024 CDBG Program is listed below and on the City’s website at

Draft copies of the 2024 Annual Action Plan will be available for examination and comment by the public via the City’s website at https://www.cityofgadsden.com/160/Community-Development. The City will receive written comments until 5:00 P.M. on Friday, September 27, 2024.

Should displacement occur, the City of Gadsden implements the provisions as required by CFR 570.606 (Residential Anti-Displacement and Relocation Assistance). LEGAL NOTICE

The Attalla Housing Authority (AHA) is currently developing a 5-year Plan, Annual Plan and Capital Fund Program planning for 2025. The 5-year plan describes the mission of this agency, the agency’s long-range goals and objectives for achieving its mission over the next five years. The Annual Plan provides details about the agency’s immediate operations, modernization program, program participants, programs and services.  The Capital Fund Program outlines the properties physical needs for the upcoming year.  The 5-year, Annual Plan and Capital Fund Program supporting documents are available for inspection by the Public at 904 9th Street, SW, Attalla, AL 35954, which is the main office of the AHA.  The documents may be reviewed Monday-Thursday between the hours of 7:30 am to 4:00 pm, which is the normal business hours of the AHA.  The AHA is soliciting comments on these plans and all comments must be submitted in writing, and comments will be accepted until 4:00 pm on Monday, October 21, 2024.  Also, there will be a Public Hearing held to review and discuss all mentioned plans at 10:00 am, Wednesday, October 23, 2024, at the AHA’s Main Office located at 904 9th Street, SW, Attalla, AL 35954.  All comments and suggestions concerning the AHA’s 5-year, Annual Plan and Capital Fund Program will be considered for inclusion into the plans of the AHA.
