An Ordinance Of The Mayor And City Council Of The City Of Gadsden, AL, Authorizing The Adoption And Approval Of The Fiscal Year 2026-2027 Annual Action Plan 

Under The Community Development Block Grant (CDBG) Program.

WHEREAS, the City of Gadsden has been designated as an “Entitlement Community” and therefore receives direct annual funding from the U.S. Department of Housing and Urban Development (HUD) for the Community Development Block Grant Program; and

WHEREAS, HUD requires Entitlement Communities to prepare and approve an Annual Action Plan for each of the five years under the Consolidated Plan in order to establish activities associated with priorities designated under the Consolidated Plan; and

WHEREAS, the Draft Fiscal Year 2026 Action Plan has been published for the HUD-required 30-day citizen participation review and comment period commencing on April 24, 2026 and ending on May 25,2026 and the City of Gadsden was allocated $919,424.00 in CDBG funding for FY2026. The Town of Walnut Grove is required to monitor your drinking water for specific contaminants on a regular basis. Results of regular monitoring are an indicator of whether or not your drinking water meets health standards. During the April 2025 – June 2025 monitoring period, we did not monitor for synthetic organic chemicals (SOC), and therefore cannot be sure of the quality of your drinking water during that time.

Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.

This was an administrative oversight and didn’t affect compliance. When we became aware of it, we sampled our water and monitored for SOC contaminants as required.
