CITY OF GADSDEN, ALABAMA. FINAL NOTICE AND PUBLIC REVIEW OF A PROPOSED ACTIVITY IN A FEDERAL FLOOD RISK MANAGEMENT STANDARD
DESIGNATED FLOODPLAIN
To: All Interested Agencies, Groups, and Individuals
This is to give notice that the City of Gadsden has conducted an evaluation as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The City of Gadsden has considered the following alternatives and mitigation measures to minimize adverse impacts and to restore and preserve the natural and beneficial functions and intrinsic values of the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, as amended, and HUD’s floodplain management regulations at 24 CFR Part 55, including the decision-making procedures at 24 CFR 55.20.
ACTIVITY DESCRIPTION:
The following project is subject to the eight-step decision-making process in 24 CFR 55.20:
East Gadsden Community Aquatic Center – The City of Gadsden proposes to construct a new outdoor aquatic facility on the existing East Gadsden Community Center campus located at 921 Wilson Avenue, Gadsden, Alabama 35903. The project will expand the recreational amenities available at the existing community center and provide additional opportunities for recreation, physical activity, aquatic and watersafety programming, and youth, family, and community activities.
The proposed project will include an outdoor recreational swimming pool with zero-entry access and integrated aquatic/recreational features. The project will also include construction of a pavilion and support building containing ADA-accessible restrooms, pool equip-ment areas, chemical storage, janitorial and maintenance areas, and shaded space for facility users.
Associated site improvements will include sidewalks and pool decking; parking improvements; demolition, grading, and retaining walls; electrical, telecommunications, sanitary sewer, stormwater, and water utility improvements; perimeter fencing and gated access; security cameras and lighting; signage; landscaping and irrigation; site furnishings; and stormwater management/detention improvements necessary to support the aquatic facility. The final configuration of individual aquatic features and site improvements will be based on final design and engineering.
The project is proposed to be assisted with approximately $4,500,000 in CDBG Section 108 Loan Guarantee funds. The preliminary total project cost is approximately $5.87 million, subject to final design, bidding, and approved project scope.
FLOODPLAIN:
The project site is located within a FEMA-designated Special Flood Hazard Area (SFHA), Zone AE, and occurs within the applicable Federal Flood Risk Management Standard (FFRMS) floodplain. Because the proposed project includes new construction and associated site improvements within the floodplain, the City of Gadsden is completing the flood-plain management decision-making process required by 24 CFR 55.20.
The extent of the FFRMS floodplain was determined using the 0.2-percent annual-chance flood approach. The proposed activity may affect approximately two (2) acres of the FFRMS floodplain. The floodplain provides natural and beneficial functions that may include floodwater storage and conveyance, moderation of stormwater flows, erosion control, waterquality maintenance, groundwater recharge or discharge, and habitat for flora and fauna. The area also has recreational, and community value associated with the existing municipal community-center campus. The City will also evaluate practicable alternatives to locating the proposed improvements within the floodplain, including alternative locations, alternative project designs or configurations that may reduce floodplain impacts, and the noaction alternative.
POTENTIAL IMPACTS AND MITIGATION:
Potential floodplain impacts associated with the proposed project may include changes in impervious surface area, stormwater runoff, grading and drainage patterns, temporary soil disturbance and erosion during construction, and the placement of new structures and site improvements within the floodplain.
As part of the eight-step review, the City will identify measures to avoid and minimize adverse impacts to the floodplain to the extent practicable. The final project design will incorporate applicable floodplain protection, stormwater management, drainage, erosion and sediment-control, and water-quality measures. Newly constructed structures within the FFRMS floodplain will be elevated to the applicable FFRMS floodplain elevation or flood-proofed where permitted and applicable. Flood-sensitive electrical, mechanical, pool-operating, chemical-storage, and other equipment and building systems will be located or protected to minimize potential flood damage and the release of hazardous or pool-related chemicals during a flood event.
Final grading and drainage plans will be designed to minimize adverse effects on flood storage, drainage patterns, and surrounding properties. Construction practices will include appropriate erosion and sediment controls and measures to prevent sediment, construction debris, fuels, chemicals, and other pollutants from entering stormwater systems or downstream waters.
Final stormwater management/detention, grading, drainage, utility, and pool-discharge plans will also incorporate measures to prevent sediment, chlorine, pool chemicals, or oth-er pollutants from adversely affecting downstream water quality and aquatic habitat.
All applicable floodplain mitigation requirements resulting from the eight-step decision-making process will be incorporated into the final project plans, specifications, construction documents, contractor requirements, and project implementation.
The City of Gadsden has reevaluated alternatives to development in the floodplain and has determined that there is no practicable alternative to the proposed floodplain development. Environmental files documenting compliance with Executive Order 11988, as amended by Executive Order 13690, are available for public inspection, review, and copying upon request at the times and location identified below.
COMMENTS ON FLOODPLAIN ACTIVITIES:
There are three (3) primary purposes for this notice. First, people who may be affected by an activity in a floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
Written comments must be received by the City of Gadsden, Community Development Department, Gadsden City Hall – 3rd Floor, 90 Broad St, Gadsden, AL, 35901 on or before November 9, 2026, or seven (7) days from the date of the publication of this notice. A full description of the project may also be reviewed from 8:30 AM to 4:30 PM, Monday through Friday at City of Gadsden, Community Development Department. Comments may also be submitted via email at [email protected].
