Section 160.
(a) A district attorney for each judicial circuit shall be elected by the qualified electors of those counties in such the circuit. Such The district attorney shall be licensed to practice law in this state and shall, at the time of his or her election and during his or her continuance in office, shall reside in his or her circuit. His The term of office shall be for six years. and he He or she shall receive such compensation as provided by law; provided, the compensation shall not be diminished during his or her official term. Vacancies in the office of district attorney and in his or her staff shall be filled as provided by law.
(b) Clerks of the circuit courts shall be elected by the qualified electors in each county for a term of six years. If the office of register in chancery continues to be provided by law then the clerk of the circuit court may also fill such the office in a manner prescribed by law. Vacancies in the office of clerk of the circuit court shall be filled by the judge or judges of the circuit court who have jurisdiction over the county in which the office of clerk of the circuit court is located.
(c) Persons Individuals elected to the position of constable to assist the courts of the state as provided by law shall be subject to the same restrictions, rights, and limitations as are specified in section Section 280 of the Constitution of 1901 Alabama of 2022, and no law shall prohibit the receipt of fees for the performance of official duties of said the position while holding any other elected or appointed office.
(d) The revenue from fines, forfeitures, and court costs produced in district courts from the exercise of jurisdiction under municipal ordinances shall be apportioned between the municipality and the state as shall be provided by law.

The Alabama Department of Environmental Management has made $3,103,208 in financial assistance available to The City of Ashville using funds from the Drinking Water State Revolving Fund (DWSRF and DWSRFIIJA) loan programs and the American Rescue Plan Act (ARPA) grant program. In accordance with State and Federal regulations that govern the programs, the Alabama Department of Environmental Management has conducted a review to assess the potential impacts upon the environment that may result from implementation of this project.
The City of Ashville proposes to improve their drinking water distribution system and upgrade their Spring Filter Plant. The proposed work includes replacement of 2” distribution lines with 6” lines, a new booster pump station, new control panel and electrical upgrades at the Spring Filter Plant Pump Station and Treatment Plant, and SCADA. The proposed project will reduce water loss, increase water pressure, improve reliability and efficiency, and enhance system monitoring. The Alabama Department of Environmental Management has determined that the project qualifies for a Categorical Exclusion (CE) from further environmental study under the guidelines specified by the State Environmental Review Process (SERP) which specifically include actions which are solely directed toward minor rehabilitation of existing facilities, functional replacement of equipment, or towards the construction of new ancillary facilities adjacent or appurtenant to existing facilities. However, this decision may be
reconsidered if significant adverse information concerning the potential environmental impacts of the project is discovered.
Comments relative to this project should be submitted in writing to Mrs. Kelly Bibb, SRF Branch, Permits & Services Division, Alabama Department of Environmental Management, P.O. Box 301463, Montgomery, Alabama 36130, no later than 30 days after the date of this public notice. The Alabama Department of Environmental Management will not take formal action to proceed with the project without carefully evaluating any public comments opposing the project. The City of Gadsden will hold a Public Review Meeting to solicit comments on the Draft 20252029 Consolidated Plan and 2026 Annual Action Plan at the City of Gadsden, 90 Broad Street, Gadsden, AL 35901 at 10:00 A.M onWednesday, May 22, 2026. This Notice will commence the City’s 30day public comment period beginning on Friday, April 24, 2026 and ending on Monday, May 25, 2026. The City of Gadsden will submit its 2026 Annual Action Plan with list of projects funded with 2026 Community Development Block Grant (CDBG) program allocations to the Department of Housing and Urban Development (HUD) on or before June 6, 2026. The City of Gadsden was allocated $919,424.00 in CDBG funding for FY2026. Proposed funding allocations for the City’s 2026 CDBG Program is listed below and on the City’s website at
