ORDINANCE NO. 0-12-20

Adopting the Community Development Block Grant (CDBG) Program Fiscal Year 2020-2024 Consolidated Plan, 2020 Annual Action Plan and the 2020 CDBG Budget

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GADSDEN, ALABAMA, as follows:

Section 1.  The document entitled, City of Gadsden, Alabama 2020-2024 Consolidated Plan is hereby adopted as the five-year strategic plan for allocating and leveraging CDBG funds for the Community Development Block Grant program year beginning June 1, 2020 and ending May 31, 2024.

Section 2.                 The document entitled, City of Gadsden, Alabama 2020 Annual Action Plan is hereby adopted as the one-year use of CDBG funds as the action strategy to complete the goals of meeting the needs set forth in the Fiscal Year 2020-2024 Consolidated Plan for the Community Development Block Grant program year beginning June 1, 2020 and ending May 31, 2021.

Section 3.                 The document entitled, Community Development Block Grant Fiscal Year 2020 Budget totaling $1,077,180.00, is hereby adopted as the budget of authorized expenditures by the City of Gadsden for the Community Development Block Grant (1,057,800) to be received from the United States Department of Housing and Urban Development for the Community Development Block Grant program year beginning June 1, 2020 and ending May 31, 2021 and from projected program income ($20,000.00).

Section 4.  The Community Development Department, Planning Department and the City Clerk shall maintain true and correct copies of the Community Development Block Grant Fiscal Year 2020-2024 Consolidated Plan, 2020 Annual Action Plan and the 2020 CDBG Budget in their offices at all times during the stated program years. The Finance Director shall maintain a true and correct copy of the Community Development Block Grant Fiscal Year 2020 Budget in her office at all times during the program year.

ORDINANCE NO. O-13-20

Amending Fiscal Year 2020 General Fund Budget

WHEREAS, the City of Gadsden applied for and accepted a grant from the Department of Justice under the FY2020 Coronavirus Emergency Supplemental Funding in the amount of $119,167.00 to be used for the purchase of protective equipment and for reimbursement of overtime expenses associated with COVID19; and

WHEREAS, the majority of this funding will be used for overtime in the amount of $89,167.00, leaving the balance of $30,000.00 to cover supply expenses.

Therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GADSDEN, ALABAMA, that the General Fund Budget adopted by Ordinance No. O-29-19 (Fiscal Year 2020 Budget), is amended by increasing the revenue account #192-8555-331.06-00 in the amount of $119,167.00, by increasing the account #192-8555-428.10-20 in the amount of $71,637.00, by increasing account #192-8555-428.15-05 in the amount of $1,039.00, by increasing account #192-8555-428.15-10 in the amount of $13,625.00, by increasing account #192-8555-428.15-30 in the amount of $2,866.00 and by increasing account #192-8555-4280.30.50 in the amount of $30,000.00.
