ANNOUNCEMENT

Coordinate type of opening with information in Instructions to Bidders.

A. Your firm is invited to submit a sealed Bid for the project listed above. Owner will receive Bids at the Attalla Water Works Board Office, located at 509 4th Street NW, Attalla, Alabama, 35954, until 11:00 AM local time on the 7th day of September 2023, at which time and place the Bids will be publicly opened and read aloud. Bids not received by the indicated time will not be opened.

Briefly describe building, structure or Project size and material composition. Following examples describe scope of Contract to potential Bidders:

Two new primary clarifiers, furnished and installed complete with supports, electric drive units, sludge and scum collectors, effluent collectors, sludge pumps, mechanical equipment, electrical work, and appurtenances, ready for operation.

Two-level parking concrete substructure, one street-level exterior accessed public plaza, six-story cast-in-place concrete superstructure with glazed wall cladding, one steel-framed metal-clad penthouse, 85,000 sq. ft. (7 900 sq. m) of gross area above grade, and 40 parking stalls below grade.

B. Project Description: Washout, cleaning, blasting, recoating, and disinfecting of a 500,000 gallon welded steel water tank known as the Shahan Tank.

Select one of following time-of-completion requirements to coordinate with Instructions to Bidders and Bid Form.

C. Owner requires the Project to be completed in 60 calendar days.

Ensure that statements in following Paragraph are coordinated with Instructions to Bidders and Bid Form.

D. Bidding Documents for a Unit Price contract may be obtained from the office of the Canyon Engineering, LLC, 404 1st. Street E., Fort Payne, Alabama, 35967. Electronic copies will be available via a free download to all potential bidders.  Paper sets are available upon receipt of a $100.00 non-refundable amount per set.

D. Potential bidders may view the Bid Documents at the office of Canyon Engineering by appointment only.

D. Bidders will be required to provide Bid security according to the requirements in Document 002113 – Instructions to Bidders and Document 003100 – Available Project Information.

H. Bidders must carry the Painting and Sandblasting construction classification as listed in the roster of the Alabama State Licensing Board for General Contractors to be considered for the award of the project.

ETOWAH COUNTY COMMISSION

NORTHEAST ALABAMA REGIONAL MEGA-SITE WATER TRANSMISSION MAIN

Sealed bids for the Northeast Alabama Regional Mega-Site Water Transmission Main Project will be received at the Etowah County Commission Chambers (Room 108), located on the First Floor of the Courthouse, 800 Forrest Avenue, Gadsden, AL 35901 until Wednesday, September 27, 2023 at 10:00 A.M. local time at which time the Bids received will be publicly opened and read.

The Project includes the following Work:  Installation of approx. 19,000 linear feet of 16” water transmission mains and related appurtenances.

The Issuing Office for the Bidding Documents is Goodwyn Mills Cawood, LLC, 2400 5th Avenue South, Suite 200, Birmingham, AL 35233, Attn: Lauren Gallo (lauren.gallo@gmcnetwork.com). Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 a.m. – 5:00 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of $20.00 for a one-time administrative fee for digital access/file sharing and/or $100.00 for each set.  Said cost represents the cost of printing, reproduction, handling, and distribution, therefore no refund will be granted.  Checks for Bidding Documents shall be payable to “GMC.”  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Bid security shall be furnished in accordance with the Instructions to Bidders.

The Owner reserves the right to waive any informalities, or to reject any or all bids, and to award the contract to the best and most responsible bidder.  All bidders shall submit, upon request, a list of projects “successfully completed” in the last 2 years, having a similar scope of work and approximate construction cost as specified in this project.  All bidders must comply with requirements of the Contractor’s Licensing Law of the State of Alabama and be certified for the type of work on which the proposal is submitted.  Each bidder must deposit, with his bid, security in the amount, form, and subject to the conditions provided in the Instructions to Bidders.

All Bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the Bidder shall show such evidence by clearly displaying the license number on the outside of the envelope in which the Proposal is delivered.

No bidder may withdraw his bid within 60 days after the opening thereof.

NOTICE TO CONTRACTORS

The Coosa Riverfront Fueling Facility – Phase 1 project is generally described as follows: supply and install 1-6,000 gallon above-ground fuel storage tank, 1-dispenser, piping, site preparation and electrical.

Sealed construction proposals will be received by the City Clerk, City of Gadsden, Alabama, at the City Hall, 90 Broad Street, Room 411, Gadsden, Alabama until 2:00 P.M., Tuesday, September 26, 2023, for furnishing all labor, materials, equipment, and service required to complete the Coosa Riverfront Fueling Facility – Phase 1, Bid Request No. 3526, located in the City of Gadsden, Alabama.

Bids submitted prior to the bid opening by mail shall be directed to “City Clerk, P.O. Box 267, Gadsden, Alabama 35902-0267” or in person delivered to the office of the City Clerk, Room 401, City Hall, 90 Broad Street, Gadsden, Alabama. Bids will be publicly opened and read at the above time and place.

Plans, Specifications, and Contract Documents are available via pdf at no charge. Submit requests for these documents and questions to jake.ross@cdge.com at least five days prior to the scheduled bid opening.

The bidder shall file with his bid either a cashier’s check drawn on an Alabama bank, payable to the City of Gadsden, Alabama, or a bid bond executed by a surety company duly authorized and qualified to make such bonds in Alabama, in an amount equal to the lesser of five percent (5%) of the bid or ten thousand ($10,000).

The Bidder’s qualifications shall be considered in awarding the Bid for this project. Each bidder is to complete and submit Division 107 – Bidder’s Qualifications at the time of the Bid. No Contract will be awarded to any Bidder who does not submit the required Bidder’s Qualifications.

The apparent low bidder will be required to submit their list of subcontractors within two days of the bid opening date to confirm compliance with the experience and qualification requirements listed in the technical specifications of each applicable trade before being considered for award.

The successful bidder will be required to furnish and pay for the satisfactory Performance and Payment Bond or Bonds in the amount required by Section 39-1-1(a), Code of Alabama 1975, and evidence of insurance as required by the bid documents within ten (10) days after being notified that he has been awarded the contract.

No bidder may withdraw his bid within six (60) days after the actual date of the opening thereof. The bidder must comply with all requirements of the public works bid law Section 39-2-1 et seq., Code of Alabama 1975.

The Owner reserves the right to reject any or all bids and to waive any informalities and to award the contract to the lowest, responsible, responsive bidder. All bidders must comply with requirements of the Contractor’s Licensing Law of the State of Alabama and be certified for the type work on which the proposal is submitted.

Any bidder, whether a resident or non-resident of the State of Alabama, must comply with all applicable provisions of Section 34-8-1, et .seq., Code of Alabama, 1975, including requirements for licensing as a general contractor and the necessity to show evidence of license, before the bid will be considered by the awarding authority. A current license number must be clearly displayed on the outside of the sealed envelope in which the construction proposal is submitted.

Bidders must comply with the President’s Nos. 11246 and 11375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must also comply with Title IV of the Civil Rights Act of 1964, Title VIII of the Civil Rights Act of1968, and Section III of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170lu.

By signing this contract, the contracting parties affirm, for the duration of the agreement, that they will not violate federal immigration law or knowingly employ, hire for employment, or continue to employ an unauthorized alien within the state of Alabama. Furthermore, a contracting party found to be in violation of this provision shall be deemed in breach of the agreement and shall be responsible for all damages resulting therefrom.

Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on a basis of race creed, color, sex, or national origin. Bidders must also certify they will make facilities handicap accessible to the extent required by law.

A NON-Mandatory Attendance Pre-Bid Meeting will be held on September 20, 2023, at 10 AM at the Coosa Landing Boat Launch (200 Lake Street, Gadsden, AL 35903). All potential bidders may attend the meeting to ask any questions that may arise.

Gadsden-Etowah Metropolitan Planning  Organization Public Meeting Announcement

The Gadsden-Etowah Metropolitan Planning Organization announces a Public Meeting for public review of two important Planning Documents for the GEMPO area:  1) The FY 2024 Unified Planning Work Program (UPWP) and 2) The FY2024-2027 Transportation Improvement Program (TIP). 

The public meeting is come and go and will be held on Tuesday, August 29th from 9:00am until 12:00pm in the Lena Martin Room at the Gadsden Public Library, 254 South College Street, Gadsden, AL 35901.  Members of the GEMPO Staff will be available for questions and comments from the public regarding both documents. A resolution granting assent to this vacation will be considered by the City Council at its meet-ing on Tuesday, August 29, at 1100 a.m., in the Council Chamber at City Hall, 90 Broad Street. Objections to the passage of the resolution will be heard at that time.
