Default having been made in the payment of the indebtedness secured by mortgage executed by Gemi Fassina to Maurice E, Hicks, M-Number 3415862 Probate Office, Etowah County, Alabama and subsequintly assigned to Maurice E. Hicks and Rinda T. The Alabama Department of Environmental Management has made $7,630,000 in financial assistance available to the Municipal Utilities Board of the City of Albertville utilizing funds from the Clean Water State Revolving Fund program (CWSRF).  In accordance with State and Federal regulations that govern the program, the Alabama Department of Environmental Management has conducted a review to assess the potential impacts upon the environment that may result from implementation of this project.

The Municipal Utilities Board of the City of Albertville proposes improvements to their wastewater treatment system with upgrades to the Albertville Wastewater Treatment Plant (WWTP).  The proposed project consists of the construction of a third Final (Secondary) Clarifier.  In addition, new aeration blowers will be installed to improve the biological treatment aeration system with miscellaneous piping and site improvements.  To meet the electrical demand of current (and future) blowers, a new electrical building will also be constructed.  Completion of this project allows this wastewater treatment system to gain the ability to handle current and future wastewater loadings more consistently while optimizing the use of its existing process structures for cost-effectiveness.

The Alabama Department of Environmental Management has determined that the project qualifies for a Categorical Exclusion (CE) from further environmental study under the guidelines specified by the State Environmental Review Process (SERP) which specifically include actions which are solely directed toward minor rehabilitation of existing facilities, functional replacement of equipment, or towards the construction of new ancillary facilities adjacent or appurtenant to existing facilities. However, this decision may be reconsidered if significant adverse information concerning the potential environmental impacts of the project is discovered.

Comments relative to this project should be submitted in writing to Ms. Corynella L. Price, SRF Section, Permits and Services Division, Alabama Department of Environmental Management, Post Office Box 301463, Montgomery, Alabama 36130-1463, no later than 30 days after the date of this public notice. The Alabama Department of Environmental Management will not take formal action to proceed with the project without carefully evaluating any public comments opposing the project.

The Municipal Utilities Board of the City of Albertville proposes improvements to the Albertville Water Treatment Plant (WTP) and its drinking water distribution system.  The proposed project consists of the construction of a new clearwell, installation of a new backwash pump with as-sociated piping system.  Demolition of similar existing facilities as well as an outdated storage reservoir is proposed for locating the new facilities.  New cast-iron water mains will be installed to replace existing 6-inch to 12-inch ductile iron water distribution and transmission mains in the Beulah Road and Portwood Drive areas.   Completion of this project will provide increased finished water storage capacity as well as increased water quality per the redundancy added to the water treatment process.  Additionally, increased reliability will be obtained within the water distribution system from the proposed improvements.

The Alabama Department of Environmental Management has determined that the project qualifies for a Categorical Exclusion (CE) from further environmental study under the guidelines specified by the State Environmental Review Process (SERP) which specifically include actions which are solely directed toward minor rehabilitation of existing facilities, functional replacement of equipment, or towards the construction of new ancillary facilities adjacent or appurtenant to existing facilities. However, this decision may be reconsidered if significant adverse information concerning the potential environmental impacts of the project is discovered.

Comments relative to this project should be submitted in writing to Ms. Corynella L. Price, SRF Section, Permits and Services Division, Alabama Department of Environmental Management, Post Office Box 301463, Montgomery, Alabama 36130-1463, no later than 30 days after the date of this public notice. The Alabama Department of Environmental Management will not take formal action to proceed with the project without carefully evaluating any public com-ments opposing the project.
