GSCC marks two years of campus police, public safety department

July marked two years since Gadsden State Community College established its Police and Public Safety Department. The department, which serves five campuses across three counties, was created to improve safety and develop a coordinated law enforcement presence within the college system.

Before Chief Jay Freeman’s appointment, the college did not employ sworn law enforcement officers. Today, the department includes sworn officers, public safety personnel and non-sworn staff who provide security and outreach throughout the college’s service area.

“No one campus is the same—just like the communities we serve,” said Chief Freeman. “Every area deserves tailored relationships, and that begins with listening first, being respectful, and offering excellent customer service. That’s how I was raised, and that’s how we operate every day.”

Since its formation, the department has implemented several initiatives:

• Behavioral Intervention Team (BIT): The first of its kind at the college, BIT is designed to provide early support to students experiencing distress.

• Chaplain Program: Offers spiritual and emotional care for students and staff.

• Mental Health Officer: A designated officer deputized through the probate office who assists with crisis intervention and connects individuals to mental health resources.

• Training and outreach programs, including: A free women’s self-defense course, a basic civilian firearm safety course with an emphasis on situational awareness and the Golden Rule/bullying prevention program, now taught in area schools.

• Apprenticeship partnerships with local, state and federal agencies to provide hands-on experience in public safety careers.

• Expansion of sworn staff to support campus events and daily operations.

• Investment in safety equipment to better serve the college’s diverse population.

Freeman said many staff members already had ties to Gadsden State before the department was formed, which helped lay the groundwork for ongoing collaboration.

“Our team isn’t just trained—they’re committed,” said Freeman. “Many of our public safety officers and personnel had existing relationships on these campuses when I arrived. We’ve built on that foundation to develop one of the most well-rounded, service-driven departments in the state.”

The department continues to focus on building community partnerships, enhancing campus safety and expanding training opportunities.

“We’ve been blessed to build this department from the ground up—something not many people get to do,” said Freeman. “But this is just the beginning. When we lead with respect, focus on customer service, and treat people the way we’d want to be treated, we build something lasting. That’s how we move forward — together. Safety will always be our number one priority and the driving force behind everything we do.”

Gadsden State Interim President Alan Smith said the department’s work has had a noticeable impact.

“In just two years, the Gadsden State Police and Public Safety Department has made a tremendous impact — not only on our campuses but throughout the surrounding community,” Smith said. “Their presence has enhanced the sense of security, strengthened community trust, and built meaningful relationships with our students, faculty, and neighbors. Their success is a testament to the power of service, visibility, and leadership.”
