A. Your firm is invited to submit a sealed Bid for the project listed above. The Owner will receive Bids at the Attalla Water Works Board Office, located at 509 4th Street NW, Attalla, Alabama, 35954, until 11:00 AM local time on the 20th day of August 2026, at which time and place the Bids will be publicly opened and read aloud. B. Project Description: Cleaning, blasting, minor repairs, recoating, and disinfecting of a 500,000 gallon welded steel elevated water tank known as the Industrial Tank.
C. Owner requires the Project to be completed in 60 calendar days.

ORDINANCE NO. O-22-26
Amending Chapter 74, Article X, Section 74-291(c) of the
Code of Ordinances of the City of Gadsden, Alabama
WHEREAS, on June 30, 2026 (O-20-26) the City of Gadsden last amended the lodging tax rate; and
WHEREAS, the surcharge exemption in paragraph (c) for rooms, lodgings, or accommoda-tions provided for 30 continuous days must be revised to 90 continuous days to align with the state’s levy of lodging tax; and
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GADSDEN, ALA-BAMA, as follows:
Section 1. Chapter 74, Article X, Section 74-291 of the Code of Ordinances of the City of Gadsden is amended to read as follows:
Sec. 74-291-Levy of tax.
For the privilege of engaging or continuing within the city in the business activities referred to in this section, there is hereby levied, in addition to all other taxes of every kind imposed by law, and shall be collected as provided in this article, a privilege or license tax against the person on account of the business activities and in the amounts to be determined by the application of rates against gross receipts as provided in subsection (b) of this section.
There is hereby levied and imposed, in addition to all other taxes of every kind imposed by law, a privilege or license tax upon every person engaging in the business of renting or fur-nishing any rooms, lodgings or accommodations to transients for a consideration, in an amount to be determined by the application of the rate of ten (10) percent of the charge for such rooms, lodgings, or accommodations, including the charge for use or rental of per-sonal property and services furnished in such room. The tax shall not apply to rooms, lodg-ings or accommodations supplied for a period of 180 continuous days or more in any place.
There is hereby levied and imposed, in addition to all other taxes of every kind now imposed by law, a privilege or license surcharge upon every person engaging or continuing in this city in the business of renting or furnishing any tourist camp, tourist cabin, place or space for tent camping, place or space provided for a motor home, travel trailer, self-propelled camper or house car, truck camper, or similar recreational vehicle commonly known as a R.V. regu-larly furnished to transients for a consideration, in an amount of $5.00 per night per ac-commodations. There is exempted from the surcharge levied under this section any rentals or services taxed under division 1, commencing with Code of Ala. § 40-23-1, of article 1, chapter 23, title 4. The surcharge shall not apply to rooms, lodgings, or accommodations supplied for a period of 90 continuous days or more in any place.
Section 2. The section, subsections, paragraphs, sentences, clauses and phrases of this ordinance are severable. If any section, subsection, paragraph, sentence, clause and phrase of this ordinance is declared unconstitutional or invalid by a valid judgment of a court of competent jurisdiction, such judgment shall not affect the validity of any other sec-tion, subsection, paragraph, sentence, clause and phrase of this ordinance. The city coun-cil declares that it is its intent that it would have enacted this ordinance without such inva-lid or unconstitutional provisions.
Section 3. The provisions of this ordinance repeal any prior ordinance or provision of the Gadsden City Code to the extent of any conflict.
Section 4. This ordinance shall become effective upon publication.

NOTICE OF PUBLIC MEETING ON AMENDED ECONOMIC DEVELOPMENT AGREEMENT
The City Council of the City of Gadsden will hold a public meeting on August 4, 2026, at 10 a.m., during the regular weekly council meeting, to consider the adoption of a resolution authorizing an amended economic development agreement with Varish, LLC, which is authorized to do business in Alabama, and proposes to locate a Home2 Suites on property located at 101 John Moore Way in Gadsden. Varish, LLC proposes to spend approximately $18,500,000.00 in the Project, and proposes to employ the equivalent of approximately 18 employees (10 full-time, 5 part time, and 3 managers). Varish, LLC expects the Home2 Suites to generate annual sales of $4,000,000.00. Varish, LLC has requested financial assistance from the City of Gadsden to make this project feasible. The City of Gadsden proposes to pay to Varish, LLC a sum equal to 3% of the City’s 5% lodging tax revenue generated from the hotel for a period of five (5) years, commencing with the Opening Date, and rebate the amount of City sales tax paid on eligible construction materials purchased locally and used for the Project for a period of 18 months following execution of the contract. The City of Gadsden seeks to provide citizens a wider and more diverse selection of hotels available, to increase employment, and to increase the tax and revenue base of the City. All interested persons may examine and review the Agreement and Resolution in the office of the City Clerk during normal business hours, before and after the meeting referenced herein.
