Default having been made of the terms of the loan documents secured by that certain mortgage executed by Kha T Tran Married Man  to Mortgage Electronic Registration Systems, Inc., as mortgagee, as nominee for Mortgage Research Center, LLC dba Veterans United Home Loans, its successors and assigns dated July 17, 2020; said mortgage being recorded on July 20, 2020, as Instrument No. 3505390 in the Office of the Judge of Probate of Etowah County, Alabama. Liddell Estate and being a part of Lot Number Twelve (12) of Evans Addition to the City of Gadsden, and bounded on the North by a lot sold by O. J. Stocks to John Wade, as shown by deed recorded in Deed Recorded “BB” at page 463, the Office of the Judge of Probate of Etowah County, Alabama, and on the East by E. C. P. Liddell Estate and South by lot sold by O. J. Stocks to H. S. The Project is for a periodic bid that consists of pipe bursting for the rehabilitation of sanitary sewer piping within the GWWSB’s service area. Each Work Authorization will be designated by GWWSB, or its consultant, as needed utilizing unit prices for commonly performed contractor work items. Construction of these projects is intended to be performed within the shortest possible time frame with the work beginning and ending on dates selected for each work authorization. Failure to comply with the times specified within each Work Authorization may, in the sole determination of GWWSB, result in the contractor being prohibited from additional work for GWWSB, until such time as contractor is back on schedule.  Contractor must meet experience requirements and be able to mobilize onsite within seventy-two (72) hours of an emergency call from GWWSB.  Contractors must submit with their bid a completed Bidder’s Qualification form and any valid licenses and insurance.

Your Bid will be required to be submitted under a condition of irrevocability for a period of 90 days after submission.

The attention of bidders is called to the provisions of State Law Governing General Contractors, as set forth in Title 34, Chapter 8, Article 1, Code of Alabama of 1975, as amended; and the provisions of said law shall govern bidders insofar as it is applicable.  The above-mentioned provisions of the Code make it illegal for the Owner to consider a bid from anyone who is not properly licensed under such code provisions.  In addition, bidders must carry the municipal and utility construction classification as listed in the latest edition of the Roster of the State Licensing Board for General Contractors, Montgomery, Alabama.  The Owner, therefore, will not consider any bid unless the bidder produces evidence that he is so licensed.  Neither will the Owner enter into a Contract with a foreign corporation which is not qualified under State Law to do business in the State of Alabama.

NOTICE TO ENVIRONMENTAL ENGINEERING CONSULTANTS

The City of Gadsden is hereby soliciting statements of qualifications (SOQ’s) from environmental engineering consultants for a Professional Services Agreement to complete the various environmental requirements and mandates that arise in accordance with Local, State, and Federal regulations thru the execution of City operations and projects. The terms of the Agreement may extend for a period of up to five (5) years and include multiple operations and projects thru that term. The anticipated services may include, but are not limited to the following:

1. Local, State, and Federal Environmental Permitting

2. Phase 1, 2, and 3 Environmental Site Assessments and Engineering Services

3. Environmental Site Analysis

4. NEPA Environmental Reviews

5. Complete Environmental Assessments

6. Hazardous Material Surveys

9. Wetland Delineation

10. Protected Species Assessment

Scope of Work includes, but is not limited to, selective site and structure demolition, construction of a new heavy timber construction, covered train platform, covered maintenance shed and related storage shed. Project also includes related electrical service for each of these elements to include power, lighting and suspended fans and heaters.

The Owner reserves the right to waive any informalities or to reject any and all bids. The successful bidder will be required to furnish and pay for the satisfactory Performance and Payment Bond or Bond in the amount required by Section 39-1-1(a), Code of Alabama 1975, and evidence of insurance as required by the bid documents within ten (10) days after being notified that he has been awarded the contract.

Bids must be submitted on proposal forms furnished by the Architect or copies thereof No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof. The bidder must comply with all requirements of the public works bid law Section 39-2-1 et seq., Code of Alabama 1975. Any bidder, whether a resident or non-resident of the State of Alabama, must comply with all applicable provisions of Section 34-8-1, et .seq., Code of Alabama, 1975, including requirements for licensing as a general contractor and the necessity to show

evidence of license, before the bid will be considered by the awarding authority. A current license number must be included on the bid.

Bidders must comply with the President’s Nos. 11246 and 11375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must also comply with Title IV of the Civil Rights Act of 1964, Title VIII of the Civil Rights Act of1968, and Section III of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170lu.
