ORDINANCE NO. O-41-24
Ordinance Establishing Gadsden City Youth Council
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GADSDEN, ALABAMA as follows:
Section 1.
There is hereby created and established in the City of Gadsden, Alabama, a board to be known as the Gadsden City Youth Council, which shall consist of eight (8) members nominated by the mayor and approved by the city council, whose appointments and terms shall be as follows:
Each of the eight (8) members shall be City residents actively enrolled in public, private, or home-schooling in grades 10, 11, or 12. At least four (4) members shall be students actively enrolled in Gadsden City High School. No more than two members shall reside in the same city council district, and every effort should be made that the membership reflect the diversity of the community. Members must be at least fourteen (14) years of age but not more than eighteen (18). The nominations and appointments of the members will occur annually in August of each year, with each member serving one academic year (August through May). Terms for each member shall formally expire no later than July 31st annually.
The Youth Council shall elect a chairperson to conduct meetings and a vice-chairperson to conduct meetings in the absence of the chairperson. In addition, a secretary shall be elected. Elections shall be held at the first regular meeting after the City Council makes the annual appointments.
Irregular vacancies on the Youth Council shall be filled as they occur.
Section 2.
The Youth Council shall hold at least one (1) regular meeting per month, with the option to meet more often as needed or desired. The Office of the City Clerk shall keep public records of such meetings. All meetings shall be conducted under the Alabama Open Meetings Act.
Section 3.
Absences from three (3) meetings of the Youth Council shall cause a member to be removed from their seat unless such absence is excused by a majority vote of the board, with such excuse duly entered upon its minutes.
Section 4.
The Youth Council shall have the duty and responsibility to:
Evaluate and review issues facing youth in the City.
Meet regularly with the Mayor and City Council – or their designees – to share ideas and discuss issues, concerns, and improvements.
Attend City Council meetings and participate in work sessions as able.
Assist in planning activities for youth in the City.
Develop, maintain, amend, and promote a Youth Master Plan to benefit young people in the City of Gadsden as an advisory planning document for the Mayor, City Council, and other public officials of the City.
Section 5.
The Mayor’s Office shall ensure that the City provides staff and administrative support for the Youth Council. The City may coordinate with educational leadership from the Gadsden City Board of Education to provide additional administrative support for the Youth Council if approved by the mayor.
Section 6.
Annually, each Spring, the Youth Council shall present to the Gadsden City Council at a regular meeting or work session regarding the Youth Council’s work, recommendations, activities, and plans for the youth of the City of Gadsden.

Ordinance Establishing The Mayor’s
Young Professional Advisory Council (MYPAC)
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GADSDEN, ALABAMA as follows:
Section 1.
There is hereby created and established in the City of Gadsden, Alabama, a board to be known as the Mayor’s Young Professional Advisory Council (MYPAC), which shall consist of a minimum of seven (7) and a maximum of twelve (12) members who shall be Etowah County residents and whose appointments and terms shall be as follows:
At all times, a majority (at least fifty-one percent) of the current membership shall consist of Gadsden residents eligible to vote in the City of Gadsden municipal elections. Members must be at least eighteen (18) years of age but not more than thirty-five (35) years old. The mayor shall annually accept membership applications to the Mayor’s Young Professionals Advisory Council for terms beginning October 1. Members shall serve two-year terms. Vacancies on the Council shall be filled at the discretion of the mayor.
The Council shall elect a chairperson to conduct meetings and a vice-chairperson to conduct meetings in the absence of the chairperson. The chair and vice-chair shall be responsible for working directly with the mayor or mayor’s designee to schedule meetings of the Council, communicate with other members of the Council, and coordinate initiatives. Elections shall be held at the first regular meeting of each term. The Council may establish subcommittees, including but not limited to appointments, policy, and special projects.
Section 2.
The Council shall hold at least one (1) regular meeting per month, with the option to meet more often as needed or desired. The Office of the City Clerk shall keep public records of such meetings. All meetings shall be conducted under the Alabama Open Meetings Act. Absences from four (4) meetings of the Council in one calendar year shall cause a member to be removed from their seat.
The Council shall have the duty and responsibility to:
Evaluate and propose solutions to issues facing young professionals, parents, and families.
Share ideas and concerns with the mayor to advise about issues in the city.
Help identify young professionals the mayor can recommend to be appointed to city boards, commissions, and positions.
Lead initiatives that help advance the MYPAC mission
Assist and advise in planning activities for young professionals in the City.
Be willing to serve as an ambassador for the young professional community in the City of Gadsden.
Section 3.
The Mayor’s Office shall provide staff and administrative support for the Council. The City may coordinate with partner organizations in the City from the Gadsden City Board of Education to provide additional support for the Council when authorized by the mayor.
Section 4.
At least once annually, the Council shall present to the Gadsden City Council at a regular meeting or work session regarding the Council’s work, recommendations, activities, and plans for young professionals and/or young families in the City of Gadsden.
