PUBLIC NOTICE CITY OF GADSDEN COMMUNITY DEVELOPMENT

ADECA CDBG-CV PROPOSED PROJECTS FIVE DAY COMMENT PERIOD

The City of Gadsden has been given notice of funding application of up to $500,000.00 from the Alabama Department of Economic and Community Affairs (ADECA) as part of the State of Alabama’s CDBG-CV funds through the CARES Act.  The City is publishing this notification for citizen comment for a period of at least five (5) calendar days from the date of publication.  The proposal is published in order to afford affected citizens the opportunity to examine its contents and to submit comments relating thereto.  The City is utilizing waivers provided for by the CARES Act and as published in the Federal Register Docket No. FR-218-N-01.  The anticipated funding source for projects and activities proposed in this publication is ADECA.  For more information on program requirements including waivers, eligibility, and uses of funds, please visit www.adeca.alabama.gov.  All funds are derived from the U.S. Department of Housing and Urban Development (HUD).

The City proposes the following projects for its ADECA CDBG-CV application. Administration: The City is allowed to budget up to 20% of the grant for administrative purposes. The City proposes $10,000 for grant administration. Public Facilities:  The City proposes $424,500.00 of ADECA CDBG-CV for demolition of the structure located at 2829 W Meighan Boulevard, Gadsden, Alabama, 35904, and pre-construction engineering and architectural costs.  Public Services:  The City proposes $65,500.00 to public service activities that provide benefits predominately for low to moderate income residents and limited clientele (elderly).  The City proposes to provide $65,500.00 to East Central Alabama Health Education Center, Inc.

Citizen Comment Period & Notice of Public Hearing:

The City encourages citizens to participate in the development of its application to ADECA for funds described herein regarding its proposed use of ADECA CDBG-CV funding and will accept written comments for a period of at least five (5) calendar days from the date of the publication on the City’s website.  A copy of the application and proposed use of funds is available for inspection in the City’s Community Development Department, 90 Broad Street, Room 310, Gadsden, Alabama from 8:00 a.m. to 4:00 p.m., Monday through Friday, except legal holidays.  A summary of proposal is also navigable from the City’s website at www.cityofgadsden.com.  The City’s Community Development Department will conduct a public hearing on Monday, October 25, 2021 at 3:00 p.m. in the Council Chambers of Gadsden City Hall, 90 Broad Street, Gadsden, Alabama 35901.  The purpose of this hearing will be to obtain comments regarding the proposed use of funds described in this notice.  All comments received will be considered in the development of the City’s CDBG-CV application and submission to ADECA.

Etowah County Notice of Proposed Redistricting

The Etowah County Commission revised its six districts following the release of 2020 Census results. A map of the proposed districts is currently posted for public viewing outside the Commission Office (Suite 113) at 800 Forrest Avenue, Gadsden, AL 35901. The Commission will consider the new districts at its meeting on November 2, 2021 at 9:00 am in the Commission Chambers. Registered voters of Etowah County may submit questions or comments concerning the proposed new districts by emailing sellison@etowahcounty.org or in writing to Etowah County Commission, 800 Forrest Avenue, Suite 113, Gadsden, AL 35901.

The projects shall be bid excluding taxes. Bids must be submitted on proposal forms furnished by the Architect or copies thereof. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owners judgment, the best interests of the Owner will thereby be promoted.

A certified check or Bid Bond payable to the Etowah County Schools in an amount not less than five percent (5%) of the amount of the bid, but in no event more than $10,000.00 must accompany the bidder’s proposal.  Performance and statutory labor and material payment bonds will be required at the signing of the Contract.

All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Architect. All bidders shall show such evidence by clearly displaying current license number on the outside of sealed envelope in which the proposal is delivered.
