ORDINANCE NO. O-17-21

Authorizing TIF Funds for Expenditures

Related to the Expansion of The Venue at Coosa Landing

Whereas, the City Council of the City of Gadsden adopted Resolution R-253-21, authorizing an agreement with Thomas M. McElrath, to provide Architectural and Engineering Services at the Venue at Coosa Landing, located at 201 George Wallace Drive; and

Whereas, said services are required to construct office space in a portion of the undeveloped area at the Venue at Coosa Landing, and the City Council finds and determines that the use of tax increment district funds for the rehabilitation of this structure is in keeping with the purpose and intent of the tax increment financing law and the project plans previously authorized and adopted.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GADSDEN, ALABAMA, as follows:

Section 1. Ordinance No. O-12-21 (Fiscal Year 2022 Budget), as amended, is further amended, by appropriating $112,000.00 to account #191-2500-419.77-63.

Section 2. The Mayor and Director of Finance are authorized to use funds from Tax Increment Financing (TIF) for this expense. These funds are hereby appropriated for such purposes.

Adopted by the City Council of the City of Gadsden, Alabama at an open public meeting held on November 30, 2021.

Ordering Abatement of Nuisance                                                                       

Whereas, the Building Official has determined that a structure located at

936 WILLOW STREET (Building Remains) in District 5 in the City of Gadsden, more particularly described as:

Lot Number Nineteen (19) in Block Number Three (3) of the Woodlawn Addition according to map or plat thereof as the same appears of record in Book of Town Plats A page 15, in the office of the Judge of Probate of Etowah County, Alabama and being and lying in the City of Gadsden, Etowah County, Alabama, together with all improvements located thereon.

is a nuisance and ordered its abatement; and

Whereas, as required by the City Code, notice of a public hearing has been given to SARAH TURK, 311 TARRANT COURT, GADSDEN, AL; GERALD BANKSTON, 311 TARRANT COURT, GADSDEN, AL.

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GADSDEN, ALABAMA, as follows:

1. The Council finds that the structure constitutes a nuisance in violation of the City Code and should be abated.

2. The Building Official is authorized to abate the nuisance by removing or repairing said structure and to give notice of this decision in accordance with the City Code.

Adopted by the City Council of Gadsden, Alabama, at an open public meeting held on November 30, 2021.

ETOWAH COUNTY COMMISSION REQUEST FOR QUALIFICATIONS

The Etowah County Commission is soliciting proposals from qualified engineering firms to provide professional engineering services for water and sewer infrastructure projects at the Little Canoe Creek Megasite. Source of funding includes, but is not limited to, the American Rescue Plan Act.

The consulting firm will be selected on a 100-point rating system. Selection criteria will be based upon the following:

1. Experience as it relates to Federally Funded Infrastructure Projects: 40 Points

2. Professional Background and Quality of Personnel: 30 Points

3. Capability to Meet Schedules and Deadlines: 30 Points
