EFSP PUBLIC  NOTICE

ETOWAH COUNTY HAS BEEN AWARDED FEDERAL FUNDS MADE AVAILABLE THROUGH THE DEPARTMENT OF HOMELAND SECURITY (DHS)/FEDERAL EMERGENCY MANAGEMENT AGENCY UNDER THE EMERGENCY FOOD AND SHELTER NATIONAL BOARD PROGRAM.

Etowah County has been awarded $22,397 (considered Phase 41) to supplement existing emergency food and shelter programs in the county. The selection was made by a National Board that is chaired by the U. S. Department of Homeland Security’s Federal Emergency Management Agency and consists of representatives from American Red Cross; Catholic Charities, USA; National Council of the Churches of Christ in the USA; The Jewish Federations of North America; The Salvation Army; and, United Way Worldwide. The Local EFSP Board was charged to distribute funds appropriated by Congress to help expand the capacity of food and shelter programs in high-need areas around the country and will determine how these funds are to be distributed among the emergency food and shelter programs run by local service agencies in the area. Under the terms of the grant from the National Board, local agencies chosen to receive funds must:

1) be private, voluntary nonprofits or units of government,

2) be eligible to receive Federal funds,

3) have an accounting system,

4) practice nondiscrimination,

5) have demonstrated the capability to deliver emergency food and/or shelter programs, and

6) if they are a private voluntary organization, have a voluntary board. Qualifying agencies are urged to apply.

Sealed bids will be received by the Director of Transportation at the office of the Alabama Department of Transportation, Montgomery, Alabama until 10:00 AM on April 26, 2024 and at that time publicly opened for constructing the Micro-Milling Resurfacing (Scrub Seal), Guardrail Installation, and Traffic Stripe on SR-179 from the junction of SR-74 (US-278) to the junction of SR-168 southwest of Boaz. Length 10.429 mi.

The total amount of uncompleted work under contract to a contractor must not exceed the amount of his or her qualification certificate.

The Entire Project Shall Be Completed In Sixty (60) Working Days. A 6.00% DBE Contract Obligation Is Required.

A Bidding Proposal may be purchased for $5.00. Plans may be purchased for $5.00 per set. The Alabama Department of Environmental Management has made $3,487,000 in financial assistance available to the Ford’s Valley & Hwy 278 Water Co-Op using funds from the American Rescue Plan Act (ARPA) and the FY2023 Drinking Water State Revolving Fund (DWSRF).  In accordance with State and Federal regulations that govern the program, the Alabama Department of Environmental Management has conducted a review to assess the potential impacts upon the environment that may result from implementation of this project.

Ford’s Valley Water Co-Op proposes a project for the installation of a production deep water well with an associated treatment building to house all necessary equipment. Additional improvements to the water distribution system hydraulics include upgrades to five (5) existing problematic routes with new 6-inch and 8-inch PVC water mains.

The Alabama Department of Environmental Management has determined that the project qualifies for a Categorical Exclusion (CE) from further environmental study under the guidelines specified by the State Environmental Review Process (SERP) which specifically include actions which are solely directed toward minor rehabilitation of existing facilities, functional replacement of equipment, or towards the construction of new ancillary facilities adjacent or appurtenant to existing facilities.  However, this decision may be reconsidered if significant adverse information concerning the potential environmental impacts of the project is discovered.

Comments relative to this project should be submitted in writing to Mr. Thomas Cade Runyan,

SRF Section, Permits & Services Division, Alabama Department of Environmental Management, P.O. Box 301463, Montgomery, Alabama 36130-1463, no later than 30 days after the date of this notice.  The Alabama Department of Environmental Management will not take formal action to proceed with the project without carefully evaluating any public comments opposing the project.
