NOTICE OF PUBLIC MEETING ON PROPOSED ECONOMIC DEVELOPMENT AGREEMENT

The City Council of the City of Gadsden will hold a public meeting on April 23, 2024, at 11 a.m., during the regular weekly council meeting, to consider the adoption of a resolution authorizing an economic development agreement with AL58 DYNE, LLC and TSC Gadsden, LLC, which are authorized to do business in Alabama, and propose to locate a Tropical Smoothie Cafe on property located at 931 Rainbow Drive in Gadsden.  AL58 DYNE, LLC proposes to spend approximately $2,625,000.00 in total development costs, and TSC Gadsden, LLC proposes to employ the equivalent of approximately 42 employees (10 full-time, 30 part time, 1 manager and 2 assistant managers) and to maintain that level of employment for the term of the agreement. TSC Gadsden, LLC expects the Tropical Smoothie Cafe to generate annual sales of more than $1,500,000.00. AL58 DYNE, LLC and TSC Gadsden, LLC have requested financial assistance from the City of Gadsden to make this project feasible.  The City of Gadsden proposes to pay to TSC Gadsden, LLC a sum equal to 2% of the City’s 5% sales tax revenue generated from sales at Tropical Smoothie Cafe for a period of seven (7) years, beginning when the business is open to the public and conducting business, or until the total abatement amount paid by the City equals $250,000.00, whichever occurs first.  The City of Gadsden seeks to provide citizens a wider and more diverse selection of restaurants available, to increase employment, and to increase the tax and revenue base of the City.  All interested persons may examine and review the Agreement and Resolution in the office of the City Clerk during normal business hours, before and after the meeting referenced herein.

Public Meeting Notice

The Glencoe Water and Sewer Board will a hold a public meeting on Thursday, May 9th, 2024, at 5:00 p.m. at the Board office located at 203 West Chastain Boulevard, Glencoe, Alabama to discuss the environmental information document and related items required as part of the submission of an application for funding through the Drinking Water State Revolving Fund-American Rescue Plan Act-Bipartisan Infrastructure Law (DWSRF-ARPA/BIL) as administered by the Alabama Department of Environmental Management (ADEM). This application will ad-dress the construction of a new 6” PVC water main and the replacement of approximately half of Glencoe Water and Sewer Board’s active water meters. A copy of the Environmental Infor-mation Document (EID) will be available at the office of the Glencoe Water and Sewer Board for public review.

The total amount of uncompleted work under contract to a contractor must not exceed the amount of his or her qualification certificate.

The Entire Project Shall Be Completed In Sixty (60) Working Days. A 6.00% DBE Contract Obligation Is Required.

A Bidding Proposal may be purchased for $5.00. Plans may be purchased for $5.00 per set. Plans and Proposals are available at the Alabama Department of Transportation, 1409 Coliseum Boulevard, Room E-108, Montgomery, AL 36110. Minimum wage rates for this project have been pre-determined by the Secretary of Labor and are set forth in the advertised specifications. This project is subject to the contract work hours and Safety Standards Act and its implementing regulations.
