The Alabama Department of Environmental Management has made $5,050,000 in financial assistance avail-able to the Water and Sewer Board of the City of Gadsden using funds from the American Rescue Plan Act (ARPA) and State Revolving Fund (SRF).  In accordance with State and Federal regulations that gov-ern the program, the Alabama Department of Environmental Management has conducted a review to assess the potential impacts upon the environment that may result from implementation of this project.

The Water and Sewer Board of the City of Gadsden proposes improvements to its sanitary sewer system.  The project consists of replacement and rehabilitation of numerous sewer lines using cured-in-place pipe (CIPP), pipe bursting, and manhole repairs. These areas have been determined to have substantial infiltration/inflow (I/I).  Completion of this project will provide for a much-improved sewer system.

The Alabama Department of Environmental Management has determined that the project qualifies for a Categorical Exclusion (CE) from further environmental study under the guidelines specified by the State Environmental Review Process (SERP) which specifically include actions which are solely directed toward minor rehabilitation of existing facilities, functional replacement of equipment, or towards the construction of new ancillary facilities adjacent or appurtenant to existing facilities.  However, this decision may be reconsidered if significant adverse information concerning the potential environmental impacts of the project is

discovered.

Comments relative to this project should be submitted in writing to Mr. Thomas Cade Runyan,

SRF Section, Permits & Services Division, Alabama Department of Environmental Management, P.O. Box 301463, Montgomery, Alabama 36130-1463, no later than 30 days after the date of this notice.  The Alabama Department of Environmental Management will not take formal action to proceed with the project without carefully evaluating any public comments opposing the project.

Length 10.344 mi.

The total amount of uncompleted work under contract to a contractor must not exceed the amount of his or her qualification certificate.

The Entire Project Shall Be Completed In Thirty-five (35) Working Days.

Prior to award of a contract, proper proof of insurance coverages of the types and amounts as set forth in the project specifications will be required of the contractor and any and all subcontractors prior to beginning work. The contractor will be required to perform work amounting to at least 30% of the total contract cost with its own organization.

The successful bidder will be required to furnish and pay for the satisfactory Performance and Payment Bond or Bonds in the amount required by $39-1-1(a), Code of Alabama 1975, and evidence of insurance as required by the bid documents within ten (10) days after being notified that they have been awarded the contract.

No bidder may withdraw their bid within six (6) days after the actual date of the opening thereof. The bidder must comply with all requirements of the public works bid law, Code of Alabama, 1975, including requirements for licensing as a general contractor, (Title 39), and the necessity to show evidence of license, before the bid will be considered by the awarding authority. A current license number must be included on the bid or a statement that it has been applied for.

Bidders must comply with the President’s Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin.
